Change the Tiles GeoJson to include the Tile Status #219

The GeoGson used by the Interface has a lot of information in it. It would be great to have the tile status included in the GeoJson returned

http://tasks.hotosm.org/job/xxx/tiles

Useful status, for each tile, would be:

Mapping Not Started
Mapping Started (At least one Mapper has Worked on this Tile)
Mapping Currently In Progress (Worked On)
Marked Complete
Validated
Not Required
