Enable toggle on valve/cover start in google_assistant

Proposed change

Use the Start of the StartStop treat of covers or valves in google_assi/stant to toggle the cover or valve.
Cover and valves share code in google_assistant, hence this is implemented in one PR.
This change is not breaking for valve when included in 2024.1.0
