Make MQTT CLI available for Winget.
In Windows PowerShell:

winget install mqtt-cli

Preferred solution or suggestions

• Expand build.gradle to build the winget manifest automatically
• Expand build.gradle to automatically create a PR to https://github.com/microsoft/winget-pkgs if a new version is released by merging develop -> master
