This is when trying:
heroku repo:reset -a my-app-name-here

as recommended by the docs:

Sounds like you haven't installed the plugin. I can't seem to install it either, this command fails for me.

% heroku plugins:install heroku-repo        
Installing plugin heroku-repo... !
% echo $?
1
