Idea: Modernization of the cabal init interactive UI (possibly based on vty/brick, following the excellent ghcup example)

Refactoring of GenericPackageDescription and PackageDescription into sensible datatypes.

(That is:

• datatype for “a cabal file”.
• datatype for “head info for a cabal file”
• datatype for “a configured package”.
• datatype for “a configured target.)
