Basically TLS for datagram protocols (e.g. UDP). RFC4347 aims to present not a new protocol but a series of deltas from TLS1.1.

OpenSSL has DTLS support for server and client, which can be used for testing and reference.

Server:

openssl s_server -dtls1

Client:

openssl s_client -dtls1
