Waypoint should have a simple, clean way to allow users to run Waypoint actions in CI without all the hassle and setup. Making a request over HTTP for initiating certain actions after steps in a CI pipeline will make using Waypoint easier for folks who heavily rely on CI for their deployment and release process.

Describe the solution you'd like

Add a way to Waypoint to configure trigger URLs ahead of time and make requests to the Waypoint server to initialize and run job requests.
