Same issue for a few days on multiple PCs with Windows 11 23H2.

A complete reinstallation of Vagrant and VirtualBox didn’t change anything. Deleting C:\Users\USER.vagrant.d didn’t help either. Even a full reinstallation of the PC made no difference.

I also tried using WSL, and strangely, the same errors appear.

Just running vagrant --version is enough to trigger the issue — no need to start a virtual machine
