Ignore skip_final_snapshot for aws_db_instance when final_snapshot_identifier is specified #5976

This is related to #3853 which came about in 0.6.9. If I am reading it correctly, since 0.6.9, the default for skip_final_snapshot is true. However, this means that even when final_snapshot_identifier is specified (which indicates a snapshot is required), it still needs skip_final_snapshot to be set to false or else it will take the default value of false and NOT create the snapshot.
