Support creation of SQL Server instances integrated with Active Directory using Google Cloud SQL #9561

Description

Now that support for SQL Server instances integrated with Active Directory using Google Cloud SQL has gone GA, it would be great to add Terraform support for creating them. Here is the GA announcement and API:
