If an issue is assigned to the modular-magician user, it is either in the process of being autogenerated, or is planned to be autogenerated soon. If an issue is assigned to a user, that user is claiming responsibility for the issue. If an issue is assigned to hashibot, a community member has claimed the issue already.
I fixed it by replacing eu-west3 with europe-west3. But I have to specifiy it explicitly for the google_artifact_registry_repository resource. It does not inherit this attribute from one of the provider blocks:
Without specifying the location explicitly for this resource, the request is: POST /v1beta2/projects/my-id/locations//repositories?alt=json&repository_id=my-repository HTTP/1.1
Note the // because the location is empty.
