azurerm_storage_data_lake_gen2_filesystem_resource: do not set/retrieve ACLs when HNS is not Enabled

all synapse related test case are failed because of getting acl for storage data lake gen2 resource.

according to https://docs.microsoft.com/en-us/azure/storage/blobs/data-lake-storage-access-control#do-i-have-to-enable-support-for-acls

acl is enabled when Hierarchical Namespace (HNS) feature in storage account is turned ON.

After testing, when Hierarchical Namespace feature is disabled in storage account, the getAcl rest api will report error, which cause all tc in synapse fails

This has been released in version 2.46.1 of the provider. Please see the Terraform documentation on provider versioning or reach out if you need any assistance upgrading. As an example:
