Description

A new aws_apprunner_observability_configuration was added as part of release 4.21.0 (#25591). However the configuration inside the main aws_apprunner_service is missing to apply the observability configuration to the service. So the current feature only allows us to create observability configurations without using them.

As I picked up the creation of the new App Runner Observability Configuration resource I'll jump onto supporting this too, ASAP.
