In nightly CI:

=== RUN   TestAccElasticsearchDomain_duplicate
=== PAUSE TestAccElasticsearchDomain_duplicate
=== CONT  TestAccElasticsearchDomain_duplicate
domain_test.go:350: Step 1/1, expected an error with pattern, no match on: Error running apply: exit status 1
Error: Elasticsearch Domain (tf-acc-test-3581160935309606) already exists

on terraform_plugin_test.tf line 2, in resource "aws_elasticsearch_domain" "test":

--- FAIL: TestAccElasticsearchDomain_duplicate (685.75s)

This is caused by slight changes to error handling introduced in #19713.
