I think it would be a good idea to transfer leadership automatically when shutting down. Right now I cannot think of any downsides. This PR is for opening the discussion around this.
Requires hashicorp/raft#306.

@i0rek Yes, it would greatly reduce latency spikes during operations.
We used to to a consul leave on the leader to avoid that, but doing it nicely would be a great improvement for operations
