Limit the number of jobs a candidate can apply to

Some candidates mindlessly apply to every job that looks interesting, making themselves a nuisance to employers. Candidates should be limited to five* jobs per month, and this limit should be enforced by requiring them to verify a phone number, thereby preventing them from making dupe accounts. Dupe detection works by checking if (a) the same user has five or more applications in the last 30 days, or if (b) the same phone number was used in the same period.
