描述一下此特性

由于在 halo-dev/console#378 中移除了在登录页面设置 API URL 的功能，造成设置 API URL 的不便，所以提供一个从 localstorage 获取 API URL 的功能，便于开发中测试。

优先级：

localstorage -> .env
