When the RLS clusterspecifier implementation was complete, the RLS LB policy implementation was not. Now that the latter is complete, we should have a test which configures RLS through xDS to verify the functionality e2e. This can be done using the go-control-plane as the xDS server, just like other xDS e2e tests.
