Render prominent amenity=clock

Continuation of #3070 and #3135.

The idea is to render amenity=clock under following conditions:

• exclude clocks with support=wall or support=wall_mounted
• render clocks with visibility=area on z18 (all the rest on z19)
• set tag priorities: Add amenity=clock icon #3135 (comment)

Quite popular tag, currently it has ~13k uses

Overpass turbo reports 5k visibility tags on amenity=clock

@matkoniecz, is that saying your against it or is it just a general statement? Seems like enough to me, but I haven't looked into the specific particulars of clocks and their visibility.

Tag usage/documentation is at level that makes using them possible.

I would need to investigate more to say whatever I consider it as a good idea

I don't think they are necessarily being excluded. It's more just that this issue hasn't been turned into a PR or "approved" yet. As @matkoniecz never did say what he thought of the idea. At least not that I'm aware of. So we are still waiting on that. I guess 🤷‍♂️
