Expected behavior:

Some type of instructions on what will show and why the screen is blank.

Current behavior:

User sees a blank page with nothing indicating what would cause changes.

Teleport version: 17.3.3
Recreation steps

Open roles page
Select to create a role
A blank screen on the right will show
