docs: remove mandatory version in prerequisite includes

Many documentation pages state that the latest version of Teleport and its client tools are mandatory, but this may not always be the case depending on the feature. This has come up as problematic per Support feedback, and it has also been discussed internally.

We can remove this part of the content and instead mention that the customer should ensure they have the correct versions of tctl and tsh.
