Support linux/s390x and linux/ppc64le in the E2E tests #643

All the tests can be run in those architectures except the ones depending on the dex image.

dex 2.37.0 added support for linux/ppc64le (dexidp/dex#2620).
For s390x, the support is not there dexidp/dex#3156, until new gomplate release is out: hairyhenderson/gomplate#1836
