Script for parsing and saving historic election results to dynamoDB

Once we close #7, we'll need to parse and save the historic election results to the dynamoDB. The format of the historic results and the election night results are distinct enough that these should probably be separate Python scripts.

One map we know is needed right now is presidential results by county going back as far as we can. The idea is to show the transition of Missouri from purplish blue to red in the last couple of decades.
