Acquire APFeed access keys #1

In 2014, the results were published here: http://enrarchives.sos.mo.gov/APFeed/Apfeed.asmx?op=GetElectionResults

Back then, we contacted the Director of Communications for the Missouri Secretary of State, and were given two access keys:

A 1-2-3 Test Key that was active well-ahead of election night and published fake results for testing purposes.
An Election Night Key that was activated a few days before the election and displayed unofficial results on election night.

I've checked, and neither of the keys from 2014 are working.

We need to reach out to whoever is responsible at the SoS this go around and:

Make sure the same system is in place, same API at the same URL
Ask for both of these access keys
Ask about how often results will be updated and if there any rate limits (how often can we request new data?)
