I see those elements listed in the bower.json dependencies: https://github.com/Polymer/core-elements/blob/master/bower.json

If you're just using git to check out this repo. You'll need to run bower install or use the download button on http://www.polymer-project.org/docs/elements/core-elements.html

Yes, the dependencies exist, but the HTML files in those dependencies do not.
