feat: proto3 optional fields support (#290)

This PR updates proto files, including adding a new feature allowing `optional` fields in `proto3` syntax - see `google/protobuf/compiler/plugin.proto` for the changes in `CodeGeneratorResponse` message.

Since the new protos are fetched during the `prepare` step, the PR is effectively empty.
