jsonnet fmt unquotes local in object keys

jsonnet fmt is attempting to unquote an object key when it shouldn't.

Here is our example:

local clusterEnvDefaultFlags = {
    "local-build": {
        "local": {
            cluster: "dev",
            group: "init",
        },
        dev: {
            cluster: "dev",
            group: "init",
        },
    },
    ...
}

It is removing the quotes around "local" leading to STATIC ERROR: .../app.jsonnet:8:14: Expected token IDENTIFIER but got ":"
