Codegen import issues around tags

Hi,

I've ran into multiple issues with codegen and imports for tags. I've compiled a Colab that can reproduce these issues: https://colab.research.google.com/drive/18z1gF7OMEdBP8hNth4uhL4r4GyVUvYKz?usp=sharing

The gist is that if codegen emits any import from fiddle.tagging it thinks it can be imported from fiddle. Only a few of the tagging symbols are exported from the root package.
