Better auto-update UX

• Drop-down in settings that lets you pick between no auto-updates, auto-updates for main repo, auto-updates for everything - old auto-update setting upgrades to for everything
• Per-plugin context menu switch to mute or enable auto-updates
• Manifest option to specify a lower bound for ban, and a lower bound for pestering
• Pestering means you get a notification in the notification area that you need to dismiss manually once per session, ban implies this
• Add a consent API that lets plugins make Dalamud ask to enable auto-updates with some reason text
• Add page to FTS for DT that asks people what default they want
• Improve visual indicator for testing plugins
