Can you provide some related Gitea's logs?
And is it happened after upgrade to 1.22.2?
I'm afraid it is caused by #31967.

It existed before the upgrade and still exists after the upgrade

You need to check the permission of your filesystem.

Although it is unclear why Conan requires this permission and not others, the issue was indeed resolved after changing the permissions

@KN4CK3R is familiar with the package system.
But I think they should be same.
