delete metadata.json #15

It's trivial to convert metadata.yaml to metadata.json. And we don't want to have to edit the json file when we edit yaml.

So:

we should remove the metadata.json files
we should add an api to gitensite that easily serves both yaml and json from the yaml source (and marc?) (and onix?)
