Refactor OS X cmdline code

OS X commandline code is crusty and needs to get refactored. While doing so it 
would be a good time to try and tackle Issue #83 , and also ensure that cmdline 
can raise NoSuchProcess effectively. Right now there are too many code levels 
to reliably pass a NSP exception back up to the original Python caller.
