[Bug]: Bitcoin v28 testnet logic breaks LND and PeerSwap #1885

Replacing APP_BITCOIN_NETWORK value "testnet" with "testnet3" made LND and PeerSwap unable to detect it. Suggest reverting to "testnet" for testnet3.
