[Feature Request] Torrent Listening port for qBittorrent #1868

Some trackers prefer active connections over passive connections. As outlined in https://github.com/linuxserver/docker-qbittorrent?tab=readme-ov-file#torrenting_port, listening ports need to be published from the docker container (both udp and tcp). This change could be great for any torrent user who wants to reach more peers.
