This is quite strange, I see 0.1.0 published in marketplace, and I am using the latest version myself. I don't see this issue with downgrade on restart. I'll try on windows when I get a chance. Meanwhile can you try deleting the gauge extension from the filesystem (Ref https://code.visualstudio.com/docs/editor/extension-marketplace#_where-are-extensions-installed for location), and try reinstalling the latest version?
Following your instructions, I manually uninstalled the extension, and then when I installed version 0.1.0, the folder of the previous extension 0..0.23 which appears in the filesystem, as shown on the capture screen:

Step 1: latest version of gauge-vscode 0.1.0 is not showing on VSCode
Step2: When I completely uninstall the Gauge extension, then I restart Vscode, the latest version is displayed
Step3: When I install the Gauge extension, the latest version 0.1.0 is installed
Step4 : Then I restart Vscode, the latest version 0.1.0 disappears and it is the old version that is installed 0.0.23
