Municipalities use traffic signs to consciously create routing islands. That is often the intention, but..

Officially a prohibition road sign works from the visible side to the next intersection, the vehicle is not allowed to use the roadway, after that the road is open for use. You could bridge this part by car and continue cycling, you could also walk further with the bicycle and continue cycling after the intersection. Therefore, no access tags may be placed after the intersection.

The Municipality also has the option to declare the area as a "zone", then you may not use it. Traffic_sign "Zone" with prohibition sign.

Has this been taken into account when qualifying the error.

I deliberately created a routing island.
