For some reason, mod does not load when placed either in the main directory, scripts or plugins folder.
It does work when placed in a folder inside modloader, however.
To reproduce this issue, use the latest Ultimate ASI Loader as vorbisFile.dll while renaming the original to vorbisHooked.dll. Then, place the .asi into the plugins folder.
I haven't tested III and VC. SA has this issue.
