Problem to Solve

We have no rust module which can work with slashing from validators side.

Possible Solution

After #4383

  1. Support of submitting RequestSlashCommitment
  2. Support of submitting ExecuteSlashCommitment
  3. Listen for event IVetoSlasher.RequestSlash in order to be able to know slash index which must be part of ExecuteSlashCommitment.
