Country unknown

How should I think about countryCode=ZZ (Unknown) vs countryCode=null
https://api.gbif.org/v1/occurrence/2876033315 vs https://api.gbif.org/v1/occurrence/4975918307
I assume ZZ is assigned when we do not accept a provided code and as such there is a difference?

But I'm not sure it provides enough information to be more useful than it is confusing. Would it make sense to assign ZZ to any unknown? And then just flag invalid countries?
