I think there´s been a mistake with the ID of the specimen. Given the inflorescence morphology and leaf form and arrangement I suggest it´s a member of Bejaria. Under current taxonomy of the genus, it should be assigned to Bejaria aestuans L. but this wide distribution and highly variable species is going under revision.
