Removes the gatsby-plugin-offline from the blog starter, following this tweet.

Instead of removing it, could you comment it out like in gatsby-starter-default? https://github.com/gatsbyjs/gatsby-starter-default/blob/33979439123af473b99c396ebb1a76e50885bb83/gatsby-config.js#L30

You don't want to touch the lock file as well as that'll get automatically updated.
