Permission to add galaxy project type hints

Hello all, I've come from CWL project. We are using stub files for galaxy project (which contains type hints and are used by mypy) You can find them here: https://github.com/common-workflow-language/cwltool/tree/master/typeshed/2and3/galaxy

Rather than keeping these in our repo, it will be better to get them merged upstream: https://github.com/python/typeshed.
I am willing to make the contribution but for that I require permission from the galaxy lib owners.
