CI/CD: Choose documentation generating strategy

We need to generate, and deploy, our documentation for the library somewhere.

Initial recommendation is to use deno however, an analysis on how feasible it is to tie the deno 'docs' pipeline into our current setup is required.

Acceptance Criteria

• Choose a rendering strategy.
• Update CI/CD actions to build and publish the documentation whenever a release is prepared.
