From a UX perspective, if an issue has always been created for a given ticket, we should hide the Create Issue button, and show only the “Show Issue” button.

Simultaneously, if the ticket hasn’t been mapped to a GH issue, we should hide the “Show Issue” button.

All of that is unless you think multiple GH issues can be created from one ticket. In that case, the UI has to change to accommodate the possibility of showing multiple issues.
