v2023.1.2 release notes should be backported #3386

https://github.com/freifunk-gluon/gluon/blob/v2023.1.x/docs/releases/v2023.1.2.rst is invisible in "v2023.2.x" and in "latest" because it was created after the tag of v2023.2. Therefore it doesn't show up unless you are changing to the specific branch in Gluon's read the docs.

The file should be backported and merged into main.
Maybe other releases are affected as well.
