Promote Sigma runtime to 2600

This time we'll do it via Council's external proposal, fast-tracked by the technical committee.

Ongoing proposal

The past ongoing proposal did not pass. The process to do a runtime upgrade via democracy is the following:

1. Create a preimage of system.authorizeUpgrade. As parameter of the extrinsic, upload the new runtime
2. Create the democracy proposal either via council or as a public proposal. Feel free to fast-track it via technical committee if it is an external proposal coming from the council
3. Vote for the referenda
4. Once the proposal has passed, anyone can call system.applyAuthorizedUpgrade with the new runtime. The call fails if the runtime hash does not match the hash of runtime stored in the preimage
