Following PR #116, we identified the need to re-organize the core of Forjfile management.

So, this US will have to rewrote with more clear step what forjj do in 2 major steps:

before cli (ParseContext)
after cli. ie create/udpate and maintain

We will need also to start writing appropriately the DESIGN.md file
