Orgs blocked from deployment.

I suggest adding the possibility to mark an org as "safe" or "blocked". I think that people have connections to orgs where they don't want their deployments to be made. It could be for any reason - QA org, stage, UAT, etc. You know, Git has branch protection. So, I think we could also have some protection.
