Changed flightplan page time header to show TIME when in preflight and UTC if not

Testing instructions

1. Load A380x on runway or cold and dark
2. On flightplan page on MFD, verify TIME is shown on the flight plan page header. Load a flight for completeness
3. Takeoff, verify UTC is now shown instead of TIME
