Implement --force and --reset for flux reconcile helmrelease

The annotations described in fluxcd/helm-controller#823 should be implemented for flux reconcile helmrelease as --force and --reset flags.

When one of the flags is passed, the CLI needs to annotate the object with the respective annotation and a value equal to the reconcile.fluxcd.io/requestedAt value generated by the CLI.

This probably won't be forgotten by you guys but just to make sure, this should probably be included in the Flux 2.2 preparations (#4410)
